This error is currently being investigated. It looks like the AquilaServer service has not been stopped properly.  This error occurred whilst runing the upgrade through a remote desktop session, although this should have no bearing.

Encountered at one site. Possible causes of problem:

  • performed upgrade via remote desktop connection, without using the -console switch
  • lack of permissions to stop/start services
