Encountered at one site. Possible causes of problem:

performed upgrade via remote desktop connection, without using the -console switch
lack of permissions to stop/start services

-This error is currently being investigated.  It looks like the AquilaServer service has not been stopped properly.  This error occurred whilst running the upgrade through a remote desktop session.

-The user is a domain admin and can manually stop AquilaServer through the services control panel app.
