This error is currently being investigated. It looks like the AquilaServer service has not been stopped properly. This error occurred whilst running the upgrade through a remote desktop session.
The user is a domain admin and can manually stop AquilaServer through the services control panel app.
Perhaps the Remote Desktop session needed starting with the -console option in order to allow permissions to stop/start services?
Initial thoughts were lack of user permissions - which could still be the case?
